The connection between Scotia and Broadway was blocked entirely, presumably due to poor compliance with the turn restrictions. I'm deleting the turn restriction, adding a jersy barrier, and marking the connection as `access=no`.

There are no Left turns permited from Main Street northbound to E 8th, except for buses. There is signage stating this, and a police officer ensuring compliance. As such no vehicles are permited to go between Main Street North and South bound.
