While that would have been a correct change for actual driveways, this one did not seem to be one - changed it back to track.
If there's information indicating otherwise, please share it so it could be adjusted correctly.

To make things worse, there are regions (I recall some in Kurzeme) where a place would have streets, name signs... but nothing in VZD data.
Presumably this was the local council assigning names but never sharing that info with VZD. I did not get to reporting it to VZD back then and forgot where exactly I spotted it.
Somewhat similar to the case here, although here assigning the name to offshoots itself would be great to discourage.

In this particular case, they seem to have partially decided to assign "18. novembra iela" to offshoots, which in general seems like a rather bad practice. Maybe in the long term it could be discouraged in Latvia, but that's outside the scope here :)

Mapping-wise, we don't have a clear consensus. Usually it's case-by-case.
In general, the best is to inform the local council and/or VZD. In the past, emailing the VZD data team has allowed to tap into their experience into who is the best contact to get things resolved.

Par dzēšanu esam jau vairākkārtīgi runājuši. Ja objektu rediģēšana šķiet apgrūtinoša, varbūt rīki netiek lietoti pareizi - daļēji tādēļ iepriekš piedāvāju tikties online vai klātienē.
Daļēji to piedāvāju arī tādēļ, lai uzsvērtu, ka šāda rīcība nav pieņemama - jo īpaši pēc nu jau daudzām norādēm par to.

Ļoti novērtējam OSM papildināšanu - un to notekti jāveic saskaņā ar kopienas labo praksi.
Ja labo praksi nav iespējams ievērot, vai nu jālūdz kopienas palīdzība rīku labākā apgūšanā, vai jāiepauzē līdz brīdim, kad ir iespēja šo noskaidrot.

Vai būtu iespēja apņemties turpmāk vairs nepamatoti nedzēst objektus?

Jātaisa atsevišķu, vai arī Latvija jāņem ārā no NSI pārklājuma. Nepareizu/neprecīzu tagu ieteikšana noteikti novēršama.

Sveiki, izmaiņu kopu aprakstus būtu jauki nedaudz izvērst, trīspunkte neļauj saprast neko par nolūku, datu avotiem utt.

One one hand, if a name is as widely used as this one, it becomes "name" for OSM purposes, and theoretically map users can process and visualise data as they please. Data purists could advocate leaving the "name" tag and using official_name tag instead to (somehow) denote name-less-ness.

On the other, it is important for base OSM visualisations to appeal to most of users, with mappers being the primary target.
For example, if somebody reads an article, goes on OSM and finds the name - that's a benefit. A drawback is the confusion you mentioned.
Perhaps in this case alt_name is a decent choice - added that tag.

Regarding Riga City Council, OSM community has looked for ways to cooperate for many years. If there's some renewed interest in that, happy to find out :)

Maybe loc_name, until somebody can survey it?
My Mapillary pictures there seem to be the only ones.

Looking at my pics from that area, I visited the place on 2016-01-17. This changeset was on 2016-01-20.
In the pics, I can see an infoboard there, but I cannot find a pic with infoboard contents.
I must have picked up the name somewhere - either from some sign, or from a local. Unfortunately, no recollection of the detail 10 years later.
