Hi! Consider using barrier=fence + fence_type=railing for such king of fences between roads and footpaths. There's a preset in iD, just type "railing"

The drinking fountain is disused (probably temporarily) per note/4902346 . If it's still there, it should be restored and marked as disused, not deleted.
And why was the viewpoint deleted? The spot does indeed provide some great views of the city.
